Mine Developer and Operator (MDO) Bid Preparation for Durgapur Coal Mine of South Eastern Coalfields Limited

Scope of Work

Critical evaluation of the Geological Report, Mining Plan, EIA/ EMP report and approved R&R Plan of Chhatti Bariatu Coal Mine, estimation of the Capex and Opex for the project and preparation of LOM financial model to determine the optimum “Mining Fee” to be quoted. It was 7 mtpa coal project to be developed and to be operated by the MDO for over 24 years. The broad frameworks of consulting assignment were:

  •   Remodeling of geological data with suitable Geological Modelling software to verify the coal resource.
  •  Review of the Approved Mining Plan, EIA/EMP Report, Approved R&R Plan to prepare risk matrix and recommendation
  •  Long term/ LOM Mine Scheduling, optimization of waste hauling and coal transport route
  • HEMM selection and scheduling, mine infrastructures estimation in consultation with the Client
  •  Estimation of mine development cost/ CAPEX and operational cost/OPEX for LOM
  •  Preparation of full-scale bid model aligned to the draft “Project Agreement” corroborating Debt Repayment Schedule, P&L, Cash Flow et al.
  •   Suggested optimum “Mining Fee” to be quoted and scenario analysis aligned to the Client’s Key Success Factor from the project.


Outcome:

The bid has been called off because of the variability of the project and no bidder participated in the Bid. The critical risks associated with the Project were informed based on the detailed evaluation and agreed upon by the Client.
